Learner & RTO Guide: Working with Children Checks Across Australia

If your course includes a work placement or any activity involving children or vulnerable people, you will need a Working with Children Check (WWCC) or the equivalent in your state or territory.

This guide walks you through what to do step by step and explains how your RTO can help make the process easier.

National Overview

Each state and territory in Australia has its own version of the Working with Children Check.

There is no single national check, so it is important to apply for the one that matches where your placement will happen.

Depending on where you are studying, it might be called a Blue Card, Ochre Card, or Working with Vulnerable People Check (WWVP), but they all serve the same purpose: keeping children and vulnerable people safe.

What Your RTO Will Do

  1. Your RTO will help you every step of the way by:
  2. Letting you know if a WWCC is required for your course or placement.
  3. Giving you clear, state specific instructions on how to apply.
  4. Verifying your clearance before your placement starts.
  5. Helping you keep track of expiry dates and renewals.
  6. Providing support such as email templates, helpful links, and ID check guides.

How to Apply (By State or Territory)

  1. Queensland – Blue Card / Exemption Card
    • You will apply through Blue Card Services.
    • Create an account using your QLD Transport CRN (found on your driver’s licence or photo ID), then your RTO will link your application.

  2. New South Wales – Working with Children Check (WWCC)
    • Apply online through the Office of the Children’s Guardian, then take your ID to a Service NSW centre for verification.
    • Once approved, you will get a clearance number that is valid for 5 years.

  3. Victoria – Working with Children Check (WWCC)
  4. Australian Capital Territory – Working with Vulnerable People (WWVP)
  5. South Australia – Working with Children Check (WWCC)
    • Applications go through the Department of Human Services (DHS) Screening Unit.
    • Your RTO may be able to start the application for you if they are a registered organisation.

  6. Western Australia – Working with Children Check (WWCC)
  7. Northern Territory – Working with Children Clearance / Ochre Card
  8. Tasmania – Registration to Work with Vulnerable People

Final Tips for Learners and RTOs

  • Apply early, ideally 4 to 6 weeks before your placement starts.
  • Most clearances last 3 to 5 years, so make a note of your expiry date.
  • Some states waive the fee for learners or volunteers. Check during your application.
  • If you are doing placements in more than one state, you might need more than one clearance.
  • Keep your details up to date and let your RTO know once you have received your clearance.
